Help determine whether a coordinated national insurance approach is needed—and what it would have to provide.
Canadian scale model clubs are being asked to describe their actual experience with liability insurance, venue requirements, coverage costs and activities that may have been postponed, limited or abandoned.
The information collected will help determine whether a coordinated program is feasible, what problems it would need to solve and whether it could provide meaningful value to clubs across Canada.

Evidence Before Assumptions
When—and How—Does Insurance Become a Barrier?
Insurance is sometimes treated as a straightforward administrative expense. For volunteer clubs, however, the issue may involve venue conditions, unfamiliar policy language, uncertainty about personal responsibility, limited purchasing power and costs that are difficult to absorb.
An activity may be affected before a club ever requests a quotation. The mere possibility of liability can change the discussion, discourage volunteers or cause a proposal to be postponed before anyone establishes what coverage is actually required.
This assessment is intended to distinguish perceived barriers from documented ones—and identify where both are influencing club decisions.
The problem may not always be the absence of insurance. It may be the absence of certainty.

Which meetings, workshops, displays, presentations, partnerships, competitions or shows have been delayed, reduced or abandoned?

Does the difficulty begin inside the club, during venue negotiations, when seeking coverage or after receiving the cost and conditions?

Would clearer guidance, suitable coverage, faster certificates, national purchasing leverage or more predictable costs enable clubs to do more?

Club and organization representatives will receive the full needs-assessment pathway. Individual modellers will receive a shorter series of questions about the experiences they have witnessed.
Allow approximately 8–12 minutes when responding for a club or organization. The individual-modeller pathway is shorter.

What Happens After the Survey?
STEP 1
Collect
Gather responses from scale model clubs, chapter leaders, organizers and individual modellers across Canada.
STEP 2
Analyze
Identify common barriers, activities affected, current costs, venue conditions and areas of unmet need.
STEP 3
Report
Publish an aggregate summary so participants can see what Canadian clubs reported.
STEP 4
Test Feasibility
Present a credible aggregate brief to qualified insurance professionals for assessment of coverage, eligibility, administration and cost.
STEP 5
Decide
IPMS Canada determines whether a viable pilot, partnership or national initiative should proceed.
Who Is Conducting the Assessment?
Kawartha Scale Modellers
KSM is facilitating the needs assessment, developing the survey campaign and contributing practical implementation support.
IPMS Canada
IPMS Canada would determine whether any national initiative proceeds and would establish the governing framework for an approved program.
Insurance Professionals
Qualified brokers and insurers would determine feasibility, coverage terms, underwriting, eligibility, pricing, administration and claims handling.
This is a needs assessment supporting an IPMS Canada decision—not a KSM insurance product.
Confidentiality and Use of Information
Responses will be used by Kawartha Scale Modellers and IPMS Canada for needs assessment, program planning and discussions with qualified insurance professionals.
Survey findings may be reported publicly in aggregate. Individual respondents, email addresses and club identities will not be published without permission.
Contact information is optional unless a respondent asks to receive findings, volunteers for follow-up discussion or requests further communication about the assessment.
